Dear Inspector General of the Federal Highway Administration:Greetings! Thank you for taking the time to read my letter, I really appreciate it. My name is Mr Nizin Rafael Lopez, I'm a 43 year old U.S. citizen residing in Cutler Bay/Fla. I am contacting you in order to denounce a hideous crime that is being perpetrated against me here in USA: Organized harassment sponsored by corrupt people in positions of power.
Yes, I am a targeted individual, I've been experiencing organized community harassment sponsored by authorities since Jan 2011. Everything seems to indicate that there is a person associated with Miami Dade Transit that happens to be involved in this harassment campaign, I'm talking about a specific bus driver that doesn't necessarily represent Miami Dade Transit: a Cuban guy in his 50's who drives bus # 1 in the Cutler Bay area.
Before I go on I must explain what organized harassment is so that you can understand what I'm talking about here. What exactly is organized community harassment, right? Well, this is not easy to explain. One could say that contract stalking is bullying on steroids. Covert harassment, organized group stalking, or community based mobbing is a pretty much extra judicial punishment. Organized Stalking is a secret program of the U.S. Government designed to destroy Targeted Individuals emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli. We're talking here about a multi-layered inter-agency program: Law Enforcement is behind this, the Intelligence Community is behind this, and third party contractors are behind this (private security companies mostly employ ex-military and ex-intelligence agents).
As far as the organized community harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim 24/7 no matter where he goes. I'm talking about very well camouflaged acts of provocations: street theater, invasion of space, noise campaigns, mimicking, directed conversations, engineered collisions, orchestrated synchronicities, entrapment...etc. Basically, community based mobbing based on choice reference patterns.
The Targeted Citizen is exposed to a stressor outside the range of usual human experience, he is terrorized 365 days a year, 24/7. He's kept in a state of anxiety & hyper-vigilance...until he finally breaks down, after years of indescribable psychological abuse. Most victims of this program end up homeless, in jail, or in psychiatric institutions (discredited).
Who are the "Agent Provocateurs" recruited by the authorities that constantly harass the targeted individual in an organized fashion? They are called Surveillance Role Players or Citizens On Patrol, they believe they are patriots and heroes serving a noble cause; they come from all types of social backgrounds. These mindless automatons are brainwashed into believing that the target is a really bad person: a terrorist, a murderer, or a sex offender. We're talking here about a professional character assassination campaign, a clandestine civil-military operation.
The command station for organized stalking is the Fusion Centers (they call it Intelligence Led Policing). Since I live in Cutler Bay/Fla, the Fusion Center that is closest to me is the "SouthEast Fla Fusion Center" (HSB/SEFFC), which happens to be the heaquarters of the Miami Dade Police. Overall, organized stalking is a secret illegal long-term unconstitutional surveillance program designed to neutralize outspoken-politically incorrect free thinkers that are designated as enemies of the state; even if they are just innocent-harmless law abiding citizens that pose no real threat to anyone.
I'll now go ahead and elaborate on the case involving the bus driver that I previously mentioned. I use the Miami Dade Transit in order to get around, I ride the bus (I use a golden passport card). Since I reside in the Cutler Bay area, I usually ride bus # 1. On the afternoon of 04/16/2019 I boarded bus # 1 at bus stop # 03809, around 2:40 PM (southbound route, Cutler Bay/Fla). The Cuban bus driver who wears glasses was driving the bus.
I wanted to get off by bus stop # 03635 which is by Caribbean Blvd and Cutler Ridge Drive. I rang the bell ahead of time, I pulled the cord and the bell rang. The bus driver heard it but he pretended that he was talking on the phone, he was acting. When the driver was close to my stop I realized that he was not planning to stop because he was driving fast, he was not slowing down. I rang the bell two more times. He heard the bell but he pretended he didn't hear it. When it was clear to me that he was not gonna stop, I yelled in Spanish more than once: "La parada, la parada!" (stop, stop!). He speaks no English so I yelled "Parada" in Spanish.

When he appeared to be in the process of stopping the bus (finally), I got up. He made it look as if he was stopping. But then all of the sudden he accelerated a little and then he pressed down hard on the brakes (abruptly). He did this intentionally so that I would trip and fall, it was obvious. This was not something that happened by chance, it was 100 % intentional.
Let's go over this one more time: the bus driver heard me ringing the bell 3 times but he chose to ignore that. Then when I was about to get off the bus he made a manouver so that the bus would move a little and then he slammed on the brakes. As I already mentioned, he did this on purpose, he did this to aggravate me (he was trying to trigger a heavy emotional response). It is clear to me that he was trying to push me over the edge hoping that I would retaliate...then I guess the cops would show up and they would arrest me under a false narrative. A highly organized plot!
This incident took place on Tuesday 04/16/2019 exactly at 2:51 PM, right by bus stop # 03635 (Caribbean Blvd, Cutler Bay/Fla).
So, Mr Inspector General, the so called authorities....this is what they are doing with our tax payer dollars, they are recruiting operatives through community programs such as Citizen Corps, InfraGard, and Neighborhood Watch. They call this 'community oriented policing'. Nice right? Please understand that I'm not trying to demonize Miami Dade Transit, I am very grateful for Miami Dade Transit; they do a phenomenal job! I'm just tryin to expose a bad apple who doesn't deserve to work for Miami Dade Transit. What am I supposed to do, stay quiet?

Note: Sometime after 04/16/2019 I began seeing new signs inside bus # 1, signs that said for example: "All passengers must fasten seatbelts" and "No standees permitted", etc. These signs were not there before.

ACT OF PROVOCATION INSIDE BUS # 1: 05/20/2019 (Cutler Bay/Fla).
The criminal enterprise known as the Miami Dade Police, they are desperate to arrest me under a false narrative. They wanna make me look bad (they are gods of character assassination). So, they decided to expose me to a certain situational scenario on the afternoon of 05/20/2019...a very well orchestrated act of provocation. They recruited a new "Neighborhood Watch-terrorist" for this specific mission: an innocent looking South American lady.
On the afternoon of 05/20/2019 I boarded bus # 1 in the Cutler Bay area, not far from the Miami Dade Police Dept Southeast District station. When I knew I was near my stop, I rang the bell. The bus driver, a Hispanic man (a new bus driver), he heard the bell but for some reason he decided to ask the passengers if somebody wanted to get off the bus. There were only two passengers inside the bus at that time: an old lady sitting in the front row and myself.
The old lady told the driver to stop. She looked at me, she smiled sarcastically, and then she said out loud in Spanish that "the lady is trying to get off". She wasn't talking about herself. In other words: She referred to me as "a lady, as a female" (the old lady stayed inside the bus). Basically, we're talking here about a very well camouflaged act of provocation, a verbal breakdown tactic; an insult. This shameless old lady is a 'Citizen On Patrol' enlisted by the corrupt and immoral clowns of the Miami Dade Police. They probably gave her some cash and gift cards, the compensation for being a good domestic terrorist.
The cops, they dream of seeing me committing act of violence. They hire people that insult my manhood, trying to trigger an emotional response (they need an excuse in order to arrest me). They want to land me on National TV as a criminal, as a threat to public safety; as a dangerous person....they are desperate! So what do they do? They expose me to a specific situational and conversational scenario hoping that I lose my cool. But they failed miserably!
This incident took place on the afternoon of 05/20/2019, by bus stop # 03848, exactly at 3:14 PM, by Caribbean Blvd and Bahama Drive, Cutler Bay/Fla. There are cameras inside the bus.
It would be easy to identify this corrupt old lady. These perpetrators of organized community harassment, prior to messing with the target, they usually get a phone call from the authorities:
"The target is about to board the bus. Remember, when he gets ready to get off the bus...the bus driver is gonna pretend he's not sure if somebody rang the bell or not. So, your job is to insult the target referring to him as a lady. Make sure to say this as loud as possible. Hopefully, he'll lose his mind and he'll push you or something. Then we'll come out of nowhere and arrest him. We want to make him look as bad as possible."
Keep in mind that this phone call is registered in a database that cannot be erased. So ladies and gentlemen, this is what the Miami Dade Police is doing with our tax payer dollars, they are harassing targeted individuals; they are trying to incarcerate innocent people under a false narrative.

ANOTHER ACT OF PROVOCATION INSIDE BUS # 1!
On the afternoon of 05/22/2019 I experienced another act of provocation inside bus # 1. I boarded the bus around 2:00 PM in order to go home (in the Cutler Bay area of course). When I was near my bus stop (bus stop # 03635) I rang the bell. The guy that was driving the bus was an African-American guy with short hair in his late 20's. I pulled the yellow cord (the bell) ahead of time and I know for a fact that the bus driver heard it. I was watching his every move and I know for sure that he heard the bell. When it became clear to me that he was not gonna stop, I rang the bell one more time. Still, he pretended he was unaware. I had to yell "Stop" in order for him to stop the bus. He finally stopped and I left.
Why did he do this? Answer: he was trying to trigger an emotional response. In other words, he was trying to aggravate me on purpose, he was hoping that I would say or do something inappropriate (there are cameras inside the bus). Based on the tone of his voice and his body language, I think this fellow didn't really want to do this kind of thing...but he had to do it in order to keep his job. Who recruited him? Answer: The Miami Dade Police. He probably said to himself:
"If I don't do what the Police wants...shit! They might put me in the program too! Shit...let me go ahead and mess with this individual then. I have a feeling he's not gonna respond in a violent manner, this guy seems like a cool guy. But holy shit, I don't really have a choice, I have to mess with him!"
So yeah this is what the authorities are doing with our tax payer dollars, they are enlisting 'Citizens On Patrol' in order to harass innocent-harmless law abiding citizens like myself. The cops are desperate to arrest me under a false narrative, they wanna make me look bad in the eyes of the general public (they're gods of character assassination). This incident transpired inside bus # 1 on 05/22/2019, by bus stop # 03635, by Caribbean Blvd and Cutler Ridge Drive; exactly at 2:13 PM (Cutler Bay/Fla).
