Greetings! Thank you for taking the time to read my letter, I really appreciate it. My name is Mr Nizin R. Lopez, I'm a 43 year old Cuban-American Artist based in Miami/Fla. I am contacting you in order to denounce a hideous crime that is being perpetrated against me here in Miami/Fla: Contract stalking sponsored by governmental institutions. Yes, I am a targeted individual, I've been experiencing organized community harassment sponsored by the authorities since Jan 2011. This thing ruined my life. You might be saying to yourself: "What exactly is organized stalking?"
Well, this is not easy to explain. One could say that contract stalking is bullying on steroids. Organized stalking, covert harassment, or community based mobbing is a pretty much a form of political repression, extra judicial punishment. Organized Stalking is a secret program of the U.S. Government designed to destroy Targeted Individuals emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli. We're talking here about State sponsored psychological terrorism in the name of social engineering. And before I continue, yes, I know there are good people in the FBI, yes there are good people working in the Fusion Centers, yes there are good people in the police. I understand this. But the bottom line is: corrupt people in positions of power are behind the targeted individual program and they are destroying lives (no question about it).
As far as the organized community harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim 24/7 no matter where he goes: community based mobbing done by civilians (based on choice reference patterns). The Targeted Individual is exposed to a stressor outside the range of usual human experience, he is terrorized 365 days a year, 24/7. He's kept in a state of anxiety & hyper-vigilance...until he finally breaks down, after years of indescribable psychological abuse. Most victims of this program end up homeless, in jail, or in psychiatric institutions...discredited, with no support system, broken in spirit.
Once a targeted individual is labelled as "mentally unfit" his credibility is out of the window. Overall, organized stalking is a secret illegal long-term unconstitutional surveillance program designed to neutralize politically incorrect free thinkers that are designated as enemies of the state, even if they are just innocent-harmless law abiding citizens that pose no real threat to anyone.
Who are the "Agent Provocateurs" recruited by the authorities that constantly harass the targeted individual in an organized fashion? They are called Surveillance Role Players or Citizens on Patrol, they believe they are patriots and heroes serving a noble cause. They come from all types of social backgrounds...we're talking here about men, women, old, young, rich, poor…etc (most of them are bottom feeders). These mindless automatons are brainwashed into believing that the target is a really bad person: a terrorist, a murderer, or a sex offender (a rapist or a child molester). We're talking here about a professional character assassination campaign, a clandestine civil-military operation. Basically, Law Enforcement and the Intelligence community using the civilian sector as irregular forces.
Keep in mind that the Targeted Individual is also subjected to directed energy weapons and other forms of psychological torture, I'm talking about Remote Neuro Influencing. In our modern days the military has access to a sophisticated technology known as 'trans-cranial stimulation', some call it "synthetic telepathy" (neuro-nanotechnology). This secret technology of Darpa flavor enables the handlers to insert "thoughts, words, phrases, images, impulses, dream videos, etc" into the target's psyche especially if the highly traumatized victim is in an altered state (in a state of functional disorientation). Thanks to 'brain to computer interface' they can make a digital clone of the target's brain.
We're talking here about a system of neuro-cognitive warfare: trauma-based mind control. All the experiences of the human test subject are stored in a super computer that predicts behavior based on past choices, the computer literally resonates with the bio-frequency of the target. We're talking here are a reverse-engineering/behavioral modification program, a military experiment...non-therapeutic non-consensual human experimentation. The CIA doesn't know this is going on? Of course they do!
So, on one hand we got heavy overwhelming multi layered harassment based on choice reference patterns, then black ops neuro weapons capable of depriving a person of sleep.....a perfected breakdown tactic on the human will. Who is behind this? Well, this is a secret multi-layered inter-agency program. Everything seems to indicate that the mighty FBI of John Edgar Hoover is behind this, the folks in Fusion Centers are behind this, the local Police is involved of course...one way or another all the institutions of state are complicit in this insane vigilante operation known as covert organized stalking.
Not so long ago, the State Dept spokeswoman Elizabeth Trudeau acknowledged that the Russian Intelligence was using unethical means in order to harass U.S. diplomats in Russia, not so long ago mainstream media legitimized the experience of the U.S. diplomats in Cuba and in China who experienced sonic attacks (microwave weapons). But if I say that I am being unjustly and systematically harassed in America by people that work for the government, then I am delusional and paranoid...I'm a conspiracy theorist...right?
So my dear friend, basically I am contacting you to see if you can help me expose these domestic terrorists who are behind the targeted individual program. I want tranquility, I want peace, I want these corrupt people to leave me alone. Is that too much to ask?
As far as the Remote Neuro Influencing technology that I previously mentioned...if you would like more information about it, I would like for you to go to YouTube and watch the presentations of the disruptive neuro scientist Dr James Giordano Ph.D. of Georgetown University, he explains how these black ops neuro weapons work (AAA: access, assess, affect). So, I'm not some crazy drug addict guy talking about science fiction, this phenomenon is real. I mean, my life has been destroyed...they obliterated my mental health with this classified torture program.
I would like to respectfully clarify: I am not trying to insult anyone with this letter, I am not trying to be confrontational in a subliminal way, and no I am not trying to demonize the U.S. government. I am very grateful that I have been given the great opportunity to come to America (I'm very proud of the American flag). I just want these corrupt evil people in positions of authority to stop harassing me. I am not a criminal: I'm not a terrorist, I'm not a serial killer, and I'm not a sex offender. I'm just an artist into old-school Heavy Metal Rock. These folks in Law Enforcement that are recruiting 'civilians' in order to harass me left and right, they are spreading a false narrative so that people will hate me. They've been doing this crap since Jan 2011.
I ask you the following: How would you feel if you would know that corrupt people in positions of power are going around in your neighborhood telling people that you are a terrorist, a serial killer, a rapist, or a child molester? A defamation campaign....this is how they recruit "Foot soldiers" that will be willing to mess with you every time you are in the general public: choreographed street theater, noise campaigns, acts of provocation, mimicking, rude behavior, verbal breakdown, invasion of space, engineered collisions, orchestrated synchronicities, entrapment...etc. This is the kind of thing I've been experiencing since January 2011 until now, we're on January 2019!
I'm gonna give you some practical examples so that you can fully understand what organized gang stalking is:
Example # 1: On May 18, 2012 I attended a concert at a place called "the Grandcentral", in Miami/Fla. At the end of the show a complete stranger approached me inside the club and he insulted me for no reason whatsoever. He insulted me three consecutive times, then he told me that he was gonna knock me out (yes, he threatened me with physical violence). I have two witnesses that can testify that what I'm telling you is true. I was told that his name was Fernando but that's all I knew at that time. Was this something that happened by chance? No. He did this because he was recruited by somebody who works for Law Enforcement, he was either paid cash or maybe they gave him gift cards or something. So, it didn't make sense for me to call the police on this punk because he was recruited by some corrupt person who probably works for the Miami Dade Police! On late 2018 I accidentally found this guy's Facebook account. I'm sure that prior to messing with me on May 18, 2012, this criminal received a phone call or a text message from the person who enlisted him for that particular mission. In other words: it is possible to prove that perpetrators like this Fernando guy are recruited by people who have some type of affiliation with the government.
Example # 2: There's a certain African-American guy in the Cutler Bay area (Miami Dade/Fla) that has been harassing me in an organized fashion for more than a year, this is a guy that uses psychological intimidation tactics. Since I am under constant surveillance, if I show up at a certain bus stop for example, then he shows up two minutes later and he stands either close to me or behind me, sometimes he just stands across the street. The idea is to let me know that I am being watched, always. He does either weird hand signals or he coughs (he's on his cell phone and he wears earphones, receiving orders from the ones who recruited him). Sometimes he follows me around, the minute I turn around he pretends he is just tying his shoe lace or something. Sometimes when I'm walking on the sidewalk he comes out of nowhere sort of cutting me off (an invasion of space type of thing) and then he walks in front of me. When I board the bus, guess what! He's inside the bus already! The minute he comes into visual contact he starts doing hand signals plus he starts coughing. Basically, this guy gets a phone call from a person working in a Fusion Center or from somebody else:
"The target is in location such and such, go there now and mess with him".
...like I mentioned before, this guy has been harassing me in the Cutler bay area for more than a year. If the Palmetto Bay Police Dept would want to find out who he is, it would be easy to track him...Bus # 1 has a camera (this is the bus I ride all the time). All they would need is to know at what time he got on the bus and on what bus stop (bus stops have an identification number). This particular guy is a "full time perpetrator of organized stalking" in the Cutler Bay area, I believe he gets paid cash...I'm sure they gave him some gift cards too. A reward for being a good domestic terrorist! Right?
Example # 3: On December 17, 2018 I did some shopping at Wallmart in Cutler Bay (21151 S. Dixie Hwy, Miami/Fla 33189). Every time I go there I have to deal with agent provocateurs that harass me inside the store, they use all kinds of unethical means. On 12/17/18 I paid with my debit card on register 10 at 4:00 PM. I was in line, when I turned around I realized that there was a Corrections Officer behind me, an African-American guy. Ever since I became a victim of organized harassment sponsored by the government, it is not unusual for me to go to grocery stores and find correction officers right behind me in line, or...they just show up at a particular section in the store and they stand right next to me. It is a very strange coincidence that this usually happens when I send a letter to an Institution trying to expose the targeted individual program. For example, on 12/11/18 I sent a letter to the International Crime Center (ICC) in the Netherlands telling them what's happening to me here in USA....I also sent a letter to the United Nations in New York on 12/15/18. Then on 12/17/18 all of the sudden there's this Correction Officer behind me in line. A coincidence or an orchestrated synchronicity? Perhaps somebody told this guy to show up at Wallmart in order to harass me, to intimidate me? I'm sure he got either a phone call or a text message from somebody:
"The target is entering Wallmart right now...keep an eye on him and then when he goes to a certain register, stand behind him. The idea is to intimidate him, to keep him in a state of anxiety and hyper-vigilance".
Example # 4: In 2014 I moved to Miami Gardens and I started frequenting the North Dade Regional library. I noticed that a lot of times when I would try to use a computer (in the adult section of course) there would be some kind of problem. For example, I would be using a certain computer trying to print something, then the printer would not work even though it had plenty of paper. When I would tell a librarian about it she would tell me something like:
"Let me see your library card...ok. I made a special arrangement for you, just go to the children's section and you'll be able to print your stuff."
Of course I did not do this! The idea behind this was to videotape me in the children's section of the library in order to make me look like a freak (this kind of video would be used to recruit perpetrators of organized stalking). They used these kind of tricks several times in this library over a period of years, obviously it didn't work. I'm not gonna lie and tell you that this happened every single day but it happened several times. It is clear that they were doing this because the police asked them to do it (this kind of thing happened in the Coconut Grove library too in 2012). A professional character assassination campaign....!
Example # 5: On Friday January 11, 2019 I came into visual contact with a perpetrator of covert harassment that lives across the street from me (my neighbor). I opened the door of my house at 1:12 PM so that I could go about my business. The minute I opened the door, one of the folks who live across the street from me (my neighbor), he appeared. He stood across the street in front of his house, he looked at me smiling in a sarcastic manner...sort of letting me know that it was not a coincidence that he was there (right at the moment I was about to leave my house). He walked a few steps towards the green garbage container in front of his place. He looked at me again (smiling) and he threw some stuff in the trash as if implying that in his eyes I am garbage. Then he looked at me again and he blew his nose, he did it as loud as possible...then he threw the mucus in the garbage container. He looked at me again sort of like saying:
"Yeah I am harassing you, but what the hell can you do about it?".
Then he went back inside his house. Basically, as a targeted individual I am under constant surveillance. I am monitored 24/7. This means that the folks in Fusion Centers that get paid to watch my every move know when I am about to leave my house. So they contact my neighbors who live across the street from me. Then they tell then to play games with me: negative aversive stimuli. The folks behind this program are basically telling me that I am being watched at all times and that there is no escape, that's what it comes down to.
The perp who lives across the street from me in Cutler Bay, my so called neighbor...logic tells me that he was approached by the Palmetto Bay Police Dept at some point. The cops did the usual, they told him that I am some type of criminal and that I am under investigation and all that...they convinced him and his family so that they would become "official Perps". So, this neighbor who tried to intimidate me in Cutler Bay/Fla on 01/11/2019 at 1:12 PM, he got a phone call from somebody who is affiliated with Law Enforcement and the Intelligence Community:
"The target is about to leave his house, make sure to come out right at the moment he exits the house".
Believe it or not it would be easy to prove in a Court of Law that this neighbor is a perpetrator of organized harassment. All the authorities would need to do in order to prove that he is indeed guilty is to look at his cell phone. He got a call from the folks in the Fusion Center and that is registered in a database. Plus, I know the license plate number of his van, it would be easy to identify him. But of course this criminal is protected by the Police, he is shielded from legal culpability.
The examples of organized community harassment/stalking are endless....I could go on forever!
As I mentioned before, this organized stalking thing has been going on since Jan 2011, years of my life lost...I know that as you read this maybe you are wondering:
"Who pulled the strings so that you would be placed in this program?" Well, it's a very long and complicated story. Some influential people in Miami/Fla pulled the strings so that I would be crucified through this torture program. So, here's a summary of what these devils are doing to me:
1- Unjust systematic organized community harassment/stalking, non-stop 24/7 - 365 days a year (every time I'm in the general public), negative aversive stimuli & dark NLP. This is designed to cause a nervous breakdown in the long run.
2- Trauma based mind control technology/ Remote Neuro Influencing: Every time I go to sleep they use Synthetic telepathy in order to implant disgusting-unnatural stuff into my psyche: words, phrases, images, impulses, dream videos, etc. The idea behind this is to make me believe that those are my real thoughts when they are not (a mind rape operation). They are blasting my psyche with these electronic assaults, a personality disintegration program.
Basically, these corrupt folks behind this sick program, they are blasting my mind every day. When I go into the streets they got agent provocateurs messing with me everywhere, and when I go to sleep they got folks in Fusion Centers that are getting paid to blast my mind with neuro-weapons. How nice, right?
So my dear friend, thank you so much for your time (I really mean it). And again, I'm not trying to offend anybody with this letter. I'm basically begging you to help me so that these corrupt people in Law Enforcement and in the Intelligence community will stop killing me slow motion. I sincerely hope you can help me expose them. I don't care if they wanna monitor me for the rest of my life, I'm a peaceful guy with nothing to hide. I just don't want any form of harassment: no organized community stalking, no electronic harassment, and no synthetic telepathy. I want peace. Thank you again, I apologize for any inconvenience. Bye.
