Greetings! My name is Mr Nizin R. Lopez, I’m a 43 year old Cuban-American Artist based in Miami/Fla. I am here to denounce a hideous crime that is being perpetrated against me here in USA: Organized community harassment/stalking sponsored by Law Enforcement and the Intelligence community. Yes, I am a targeted citizen, I’ve been a victim of this secret illegal un-constitutional harassment program since Jan 2011, we’re on April 2019.

It is important to understand what "Organized Community Harassment" means. If you are a targeted individual that means that you have been labelled as an ‘Enemy of the State’ even though you are just an innocent-harmless law abiding citizen that poses no real threat to anyone. You’ve been placed in a blacklist! Organized gang stalking, covert harassment, or community based mobbing is a secret program of the U.S. Government designed to neutralize targeted citizens emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli.

We’re talking here about a takedown program designed to keep a person in a state of anxiety & hyper-vigilance. As an unwilling participant of this torture program you are exposed to a stressor outside the range of usual human experience, the idea behind the unjust systematic multi-layered harassment is to cause a nervous breakdown in the long run (to push you over the edge). Once you’ve been labelled as "mentally unfit" your credibility is out of the window.

As far as the organized community harassment done to me every single time I go out into the general public…the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize me 24/7 no matter where I go. We’re talking here for example about acts of provocations, choreographed street theater, pedestrian mobbing, noise campaigns, mimicking, directed conversations, invasion of space, verbal breakdown, engineered collisions, orchestrated synchronicities, entrapment…etc. Basically, a vigilante operation based on choice reference patterns.

The command station for organized stalking is the Fusion Center. Since I live in Cutler Bay/Fla, the Fusion Center that is closest to me is the HSB/SEFFC which happens to be the headquarters for the Miami Dade Police.

The ‘Surveillance Role Players’ at the service of Law Enforcement are brainwashed into believing that the target is a threat to public safety: a terrorist, a murderer, or a sex offender (a rapist or a child molester). We’re talking here about a professional character assassination campaign, a clandestine civil-military operation. They mess with you all the time hoping that you retaliate. If you do retaliate, then the cops show up put you in jail under a false narrative.

I’ll go ahead and provide a practical example so that you can understand what I’m talking about here. I go to Walmart pretty much every two weeks in order to buy food. I take the bus in order to get there. Every single time I go to Wallmart I experience heavy overwhelming multi-layered harassment, I’ve experienced this in the following Wallmart stores:

Walmart store: 19501 N.W. 27th ave, Miami Gardens/Fla 33056.
Walmart store: 3200 N.W. 79th st, Miami/Fla 33147.
Walmart store: 21151 S. Dixie Hwy, Miami/Fla 33189.

I began frequenting Walmart on a regular basis in May 2014. To this day I still experience community based mobbing in the Walmart store located in Cutler Bay. I usually pay with my debit card so I can prove that I’ve been going to Walmart pretty much every two weeks since May 2014 until the present (there are video cameras inside the stores and outside of the stores). If let’s say hypothetically speaking the FBI would be interested in investigating my claims, they would find plenty of video footage proving my statements:

"Well, let’s go ahead and watch the video footage in these stores from 2014 until now, 2019. Every single time this guy has been to Walmart since May 2014 until now 2019, let’s go ahead and see what this guy has experienced inside the Wallmart stores"…

If the FBI were to scrutinize these videos (of course this is not going to happen because the DOJ and the FBI know about the targeted individual program and they don’t do anything about it), they would see many, many bizarre acts of provocations perpetrated against me that are very well orchestrated. I’m talking about all kinds of rude behavior meant to aggravate me.

Every single one of those perpetrators that messed with me in Walmart interacted with somebody who has something to do with Law Enforcement. Since I ride the bus in order to get to Walmart, these agent provocateurs are notified of my presence with a phone call or a text message…they got plenty of time in order to orchestrate whatever it is that they’re gonna do to me (organized stalking is based on choice reference patterns, they know your habits). Every single time the operative gets a call from the folks who got me under constant surveillance, that call or that text message is registered in a database that cannot be erased:

"The target just got off the bus, he’ll be by the store in about six minutes. Here’s his picture so that you recognize him when you see him. We got an ex-convict provoking him to a fight by the bus stop so he’s gonna be agitated by the time he gets to the store. As soon as he enters the store, bump into him with your shopping cart pretending it is an accident, make sure to cough loudly as you do this. If he retaliates, then we show up and we put him in jail. Don’t worry, you have nothing to worry about, we got your back. Remember, this is classified, you can’t tell anyone about this".

In other words: It is possible to prove in a Court of Law that these domestic terrorists have been doing this kind of thing to me in Walmart for years. Based on the body language of the Walmart employees, if I would have to take a wild guess I would say that they all seem to know that I am a "silent hit".

On the afternoon of 03/22/2019 as I entered the Walmart store located in Cutler Bay, a Hispanic man invaded my personal space in a very aggressive manner, he almost collided with me. This act of provocation took place by the entrance of the store exactly at 2:27 PM, this is on video. He waited for me to show up and then he cut me off abruptly, hoping to trigger an emotional response (he basically attacked me). It is clear to me that this was a very well orchestrated event. What would happen to me for example if I were to confront against this shameless clown? I would be arrested of course. And since the guy was accompanied by his kid, the Police would probably charge me with something else (they are professionals when it comes to character assassination). 100 % entrapment!

This happened by the Walmart store in Cutler Bay: 21151 S. Dixie Hwy, Miami/Fla 33189. Friday, March 22, 2019, exactly at 2:27 PM. They are desperate, they wanna make me look like I am a threat to public safety.

It is interesting to note that this transpired a few days before I sent certified letters to U.S. Senators exposing the targeted individual program. On 03/01/2019 I sent a certified to Senator Marco Rubio and on 03/02/2019 I sent a certified letter to Senator Rick Scott (both Senators of Florida). I also sent a certified letter to Senator Kamala Harris on 03/20/2019. Sometime after 03/07/2019 I received a letter from PCLOB (Privacy and Civil Liberties Oversight Board), I had sent them a letter on 01/05/2019. The PCLOB did not acknowledge that I am a victim of government retaliation, they just said that "the matters about which I contacted them would be outside of the agency’s purview."

The folks who got me under constant surveillance, they are basically telling me:

"You don’t have the right to protest, you are a guinea pig in a classified CIA Mind Control experiment, shut the hell up and stop sending letter to Senators! Shut the hell up!"

That’s what they are telling me pretty much. Unbelievable! The folks behind the targeted individual program know that this torture program is gonna be shutdown eventually. They are doing everything they can in order to push me over the edge. They want me to lash out. They need me to commit a violent crime so that then DHS can revoke my U.S. citizenship and send me back to Cuba. I know ‘TOO MUCH’ so they need to get rid of me somehow.

Conclusion: The T.I. program is a Government inter-agency program: The Intelligence community, Law Enforcement, and third party contractors. All the Institutions of State are complicit. They don’t want to be exposed, obviously.

1- The leader of clandestine operations in the CIA, Elizabeth Kimber, she knows this is happening in America.
2- The principal deputy director of National Intelligence Susan M. Gordon, she knows this is happening in America.
3- The assistant attorney general of the National Security Division John Charles Demers (DOJ), he knows this is happening in America.
4- The Director of the FBI’s terrorist screening center Charles H. Kable, he knows this is happening in America.
5- The Under Secretary of Homeland Security for Intelligence and Analysis David J. Glawe, he knows this is happening in America.

In the morning of 05/16/2019 I went to the Walmart store located in Cutler Bay (21151 S. Dixie Hwy, Miami/Fla 33189). I got there around 11:15 AM, I did my shopping. I paid for my groceries and I headed for the exit of the store. Right when I was passing by register 2, a Hispanic old man jumped in front of me cutting me off, he tried to collide with me. We're talking here about a very well orchestrated invasion of space. One could pretty much say that he attacked me. There is no doubt in my mind that this was 100% intentional.

Since he caught me off guard, I almost collided with him (this is what he wanted!). He waited for me to pass by that register and then he jumped in front of me. Basically, this perpetrator of organized community harassment was trying to trigger an emotional response. Since I did not do what he expected me to do, this actor pretended it was just a coincidence. He thought I was gonna lash out but he was wrong. He thought I was gonna lose my cool...then the cops would show up and they arrest me under a false narrative...they would land me on National TV as a dangerous guy, as a threat to public safety. Right? But their highly organized plot failed miserably!

This incident took place at on 05/16/2019, inside the Walmart store located in Cutler Bay/Fla, right by register 2, exactly at 11:42 AM. There are cameras all over the store, this is on video. It would be easy to identify this shameless agent provocateur but he's not gonna be arrested, he was recruited by the Police.

Basically, the Miami Dade Police is enlisting perpetrators of organized community harassment/stalking in order to mess with people that they dislike for whatever reason. They expose the target to situational scenarios, acts of provocation. Keep in mind that they do this this kind of thing to you pretty much every day, 365 days a year. If you lose your mind and you lash out, they arrest you and label you as a dangerous person. These cops are professionals when it comes to character assassination. So yeah, this is what the Police is doing with our tax payer dollars: they are hiring domestic terrorists. How nice! Right?

3- This technology can be used to implant words, phrases, images, and motion pictures into the target's psyche (unnatural stuff). The idea behind this is to make the target believe that those are his real thoughts when they are not. Synthetic telepathy!

4- This technology can be used to control dream cycles and sleep patterns, they can deprive the target of sleep.

5- This technology can be used to control the muscle movement of the target, causing spasms. They can also inflict pain in any part of the body.

Are Firefighters involved in "Organized Community Harassment/Stalking?"

I am here in order to denounce a hideous crime that is being perpetrated against me here in USA: Contract stalking sponsored by corrupt elements in the U.S. Government. Yes, I am a targeted individual, I've been experiencing organized harassment sponsored by the authorities since Jan 2011. You might be saying to yourself:

"What exactly is organized community harassment?"

Well, this is not easy to explain. One could say that contract stalking is bullying on steroids. Covert harassment, organized group stalking, or community based mobbing is a pretty much a form of extra judicial punishment. Organized Stalking is a secret program of the U.S. Government designed to destroy Targeted Individuals emotionally and psychologically through negative aversive stimuli and dark neuro-linguistic programming. We're talking here about a multi-layered inter-agency program: Law Enforcement is behind this, the Intelligence Community is behind this, and third party contractors are behind this (private security companies mostly employ ex-military and ex-intelligence agents).

As far as the organized community harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim 24/7 no matter where he goes: I'm talking about acts of provocations, street theater, invasion of space, noise campaigns, mimicking, directed conversations, engineered collisions, orchestrated synchronicities, entrapment...etc. Basically, community based mobbing based on choice reference patterns.

The Targeted Citizen is exposed to a stressor outside the range of usual human experience, he is terrorized 365 days a year, 24/7. He's kept in a state of anxiety & hyper-vigilance...until he finally breaks down, after years of indescribable psychological abuse. Most victims of this program end up homeless, in jail, or in psychiatric Institutions...isolated, with no support system (broken in spirit).

Who are the "Agent Provocateurs" recruited by the authorities that constantly harass the targeted individual in an organized fashion? They are called Surveillance Role Players, they believe they are patriots and heroes serving a noble cause; they come from all types of social backgrounds. These mindless automatons are brainwashed into believing that the target is a threat to public safety: a terrorist, a murderer, or a sex offender. We're talking here about a professional character assassination campaign, a clandestine civil-military operation. The command station for organized stalking is the Fusion Centers (Threat Intelligence Consortium). All the Institutions of State are complicit in this harassment campaign...the Police is definitely involved.

Overall, contract stalking is a secret illegal long-term unconstitutional surveillance program designed to neutralize outspoken-politically incorrect free thinkers that are designated as enemies of the state, even if they are just innocent-harmless law abiding citizens that pose no real threat to anyone.

Here's what "Organized Community Harassment" looks like:

On the afternoon of 02/04/2019 I took the bus in order to go to the Perrine Post office station that's near the Perrine Fire Rescue station. I got off the bus at bus stop # 09105, by Franjo Rd/S.W. 97 ave (around 1:15 PM). Then I walked from there to the Perrine Post Office which is located in 9833 E Hibiscus st Miami/Fla 33257. In order to get to the Post Office I walk by the sidewalk of course, right by the Miami Dade County Perrine Fire Rescue station in Hibiscus st. The Post Office is only a block away.

On 02/04/2019 as soon as I walked by the Fire Fighter Station, a Fire Rescue truck came out of nowhere at the speed of lightning, rushing backwards into the Fire Station. It came so fast that it forced me to step back as it rushed inside the station. If I would have kept on walking three more steps the truck would have hit me...it cut me off pretty much and it is clear to me that this was 100 % intentional. This happened at 1:17 PM exactly. We're talking here about an orchestrated synchronicity designed to initmidate the hell out of me.

The folks who were in the truck were notified of my presence in the area and they waited for me to show up. Right at the moment that I was walking by the station (by the sidewalk of course), their truck came hauling ass forcing me to step back. What a magnificent way of wasting tax payer dollars! Right? By the way, that phone call that they received is registered in a database that cannot be erased. It would be possible to prove in a Court of Law that somebody told these Firefighters to harass me. As I previously mentioned, the command station for organized community harassment is the Fusion Center. As a targeted individual I am under constant surveillance, they know my coordinates at all times. So, somebody got in touch with these Firefighters and told them to harass me (the Miami Dade County Perrine Fire Rescue station is right next to the Palmetto Bay Police Dept).

This is not the first time that Firefighters in the Cutler Bay area mess with me. It is not unusual for me to be walking in the streets of Cutler Bay and to experience noise campaigns orchestrated by Firefighters. Yes, as crazy as it sounds but these perps have no problem wasting tax payer dollars.

Here are three practical examples:

Example # 1- On the afternoon of 02/12/2019 I arrived at bus stop # 03674, exactly at 2:45 PM. This bus stop is located by S.W. 211 st/Cutler Ridge Blvd, right in front of the Social Security Administration building. At 2:47 PM exactly, a Fire Rescue truck passed right by me and honked. The driver honked right at the moment that he was passing by me! A coincidence or an orchestrated synchronicity? It is not unusual for gangstalkers to use these type of psychological intimidation tactics, this is known as "Noise Campaigns".

Example # 2- On the afternoon of 02/18/2019 I was in bus stop # 03674, waiting for bus # 1. A Fire Rescue truck showed up right at the moment when bus 1 came, at 2:28 PM. A coincidence or an orchestrated synchronicity? This is their way of letting me know that I am under constant surveillance (they want me stressed out).

Example # 3- On the afternoon of 03/03/2019 a Fire Rescue truck coincided with me at the intersection of S.W. 211 ST and S.W. 112 Ave as I was heading to bus stop # 03674 (at 2:30 PM exactly). I was walking by S.W. 211 ST, heading to bus stop and as soon as I stood by that corner, right at that moment a Fire Rescue truck showed up and turned on the sirens. This is not something that happened by chance, it was an orchestrated synchronicity (noise campaign).

(on 05/15/19 as soon as I arrived at bus stop # 03909 by S.W. 173 st / busway, in Cutler Bay/Fla, a Fire Rescue truck showed up,with the sirens turned on of course. This happened at 3:45 PM exactly.An orchestrated synchronicity! This is their way of letting me know that they are watching me)

So yes, Firefighters in the Cutler Bay area are involved in organized community harassment, they are wasting our tax payer dollars in intimidation campaigns.

This whole ordeal reminds of me of something experienced by a family in Hubbard/Ohio that happened to have a dispute with the former Fire Chief of Hubbard/Ohio. Ever since 2007 Rick and Cindy Krlich experienced a drive by honking campaign designed to intimidate the hell out of them. We're talking here about countless incidents of horn blowing by motorists that drive by their house in Hubbard/Ohio.

Who was behind this organized community harassment affecting Rick Krlich and his wife? This is basically the outcome of an argument between Rick and the former Fire Chief of the town, a very well connected guy named John Clemente. The police knew what was happening but they turned a blind eye on the situation (they are complicit, obviously). We're talking here about a very well orchestrated "Noise Campaign" designed to harass, intimidate, and terrorize the Krlich family. Basically, premeditated-corrupt unrestrained behavior on behalf of the authorities.

Organized stalking is a horrible thing to experience....no question about it. Mainstream Media? For the most part they refuse to cover these type of stories. They don't care.

Basically, the target is systematically harassed in an organized fashion by civilians that are recruited by the so called authorities. These Neighborhood Watch - agent provocateurs working for the Police will use all kinds of unethical means in order to harass and intimidate the target every time he is in the general public. I'm talking for example about acts of provocation, choreographed street theater, noise campaigns, invasion of space, mimicking, directed conversations, engineered collisions, orchestrated synchronicities, entrapment...etc. All kinds of horrible things.

The idea behind this 'no touch torture' is to cause a nervous breakdown in the long run, to destroy the isolated target emotionally and psychologically though negative aversive stimuli and dark neuro linguistic programming. The target is harassed 365 days a year, 24/7, no matter where he goes. The target is kept in a state of anxiety and hyper-vigilance, exposed to a stressor outside the range of usual human experience.

I'll go ahead and provide a practical example: There is a particular guy in Cutler Bay/Fla, in Miami Dade County, that has been harassing me for more than a year (a surveillance role player enlisted by the Police). I moved to Cutler Bay on May 2017 and we're on February 2019, its been a while! I'm talking here about an African American male, probably around 19 years old; he wears earphones and he's always on his cell phone (receiving instructions).

              

There might be a possibility that this individual is related to folks that have some type of affiliation with Law Enforcement. Maybe he's related to somebody who works in the Miami Dade Police Dept, maybe he's related to a Firefighter, maybe he's related to a Corrections Officer, maybe he's related to a social worker...the possibilities are endless. This guy is a full time perpetrator of organized community harassment, he's getting paid for it. I believe this domestic terrorist gets paid cash...they pay him cash so that the transactions cannot be traced. And they probably give him gift cards as well. Who trained him? Well, probably the Palmetto Bay Police Dept, through the "Neighborhood Watch" program.

                        

As I already mentioned, as an unwilling participant in this torture program I am under constant surveillance, all the time. Who in charge of the surveillance? Answer: this is not easy to explain. The targeted individual program is a multi layered-inter agency program. The command station for organized stalking is the Fusion Center. Since I reside in the Cutler Bay area, zip code 33189, the Fusion Center that is the closest to me is HSB/SEFFC which happens to be the Headquarters for the Miami Dade Police.

Organized group stalking is based on choice reference patterns and on situational scenarios. So, when I am heading for example to a particular bus stop in the Cutler Bay area, the Neighborhood Watch perps who are paid to follow me around, they get a phone call:

"The silent hit is about to arrive at the bus stop near your house. Go there now and stand close to him, make sure to wear dark glasses. Stare him down in an intimidating manner, don't forget to cough loudly when you are near him. Remember also to rub your face and to squeeze your nose when you're near him. As soon as he is about to board the bus, cut him off abruptly. Then sit right next to him and cough loudly. We've been doing this kind of shit to him for years, so hopefully he'll retaliate and will be able to arrest him".

On the afternoon of 12/12/18 I walked to bus stop # 03635 which is in Cutler Bay/Fla in order to catch bus # 1. I got there at 2:20 PM. The African American perp that has been following me around for more than a year, he showed up around 2:23 PM, he stood across the street from me. He stood by bus stop # 03648 (by Caribbean Blvd and Bahama Drive). Basically, he's letting me know that I am being watched: I show up at a certain location, then he appears by magic and he stands either across the street, behind me, or next to me. Orchestrated synchronicities! We're talking here about a psychological intimidation tactic, they wanna let me know that I am under constant surveillance. They want me to feel helpless.

On 12/24/18 I walked to bus stop # 03648 in order to catch bus # 1, the usual thing. I got there around 2:24 PM. The bus came at 2:27 PM (bus identification # 0405). When I looked to my right, guess what! The African American perp was standing right next to me! They notified him of my presence in the area and he showed up. Again: the idea behind this is to intimidate me. This is nothing new...as I mentioned before, this guy has been harassing me in the Cutler Bay area for over a year!

It would be extremely easy to identify this domestic terrorist, that is of course if the authorities would be willing to step in and do the right thing. But of course this is not gonna happen because this guy was recruited by the Police. Bus # 1 has two cameras, one inside the bus and one that points outside the bus. This guy uses a bus card that has a chip in it, probably a Golden passport card (this card has an ID #). On 12/21/18 for example he was inside bus 1 (bus ID # 0405) at 1:07 PM, he got off at bus stop # 03648 (Caribbean Blvd & Bahama Drive, Cutler Bay/Fla). It would be easy to identify him.

The only thing that is needed in a Court of Law to prove that this guy is perpetrator of organized community harassment sponsored by the authorities is to scan his cell phone. All the phone calls and text messages that this criminal has received from the Fusion Center are registered in a database, a database that cannot be erased:

"The target is by the bus stop near your house, go there and mess with him. Do it now!"

 

Basically, it is possible for the Dept of Justice to unmask those behind the targeted individual program, that is of course if the DOJ would be willing to do the right thing. Obviously, it doesn't make sense for me to call the Miami Dade Police and tell them that I am being unjustly and systematically harassed by a stalker in the Cutler Bay area. They are the ones who enlisted him through some type of community program!

 

One last time: I moved to the Cutler Bay area on May 2017. In order to get around in this area I use Miami Dade Transit, I usually ride bus 1. I use a Golden passport card that has a chip in it and an ID # of course. The clown that has been harassing me for more than a year in the Cutler Bay area, he also uses a bus card. In other words: It would be easy to prove that he's been in bus 1 coinciding with me for more than a year.

 

It would be interesting to ask him these questions:

 

1- Who recruited you? A cop? A relative of yours affiliated with Law Enforcement?
2- What exactly have you been told about the target?
3- What exactly have you been told about the program?
4- Who trained you? A Police Officer from the Palmetto Bay Police Dept?
5- Where were you trained? In the house of a "block captain"?
6- Who calls you in order to notify you about the target's presence in the area? An automated system? The local Police? The Fusion Center? Who?
7- How much money do they pay you, since you are a full time perp? How much money have you made since you started harassing me in 2017? They pay you cash and they give you gift cards....where do you collect your payments?

   

The day will come when the targeted individual program will be fully exposed on National TV for everyone to see. That day will come. These "Neighborhood Watch terrorists" must be exposed. These criminals in Law Enforcement and in the Intelligence Community who sponsor the targeted individual program, they must be exposed.

There is a particular perpetrator of covert harassment in the Cutler bay area that has been harassing me for a while, he's been messing with me since mid 2018 and we're on February 2019. This guy is a handicapped old man in a wheelchair, he can walk but he's always holding his wheelchair. The Perp usually appears by bus stop # 00013 which is right by the South Dade Regional Library (not far from the MDPD South District Station). So yeah, this guy looks innocent but he is not innocent, he's a perpetrator of organized stalking.

Basically, when I get to a certain bus stop in the Cutler Bay area, this guy shows up and he stands right next to me, to let me know that I'm being watched. He usually clears his throat, coughs, spits, or does strange hand signals. By 'hand signals' I mean for example Squeezing of the nose, placing a hand on the mouth, rubbing the eyes, etc. He acts erratic on purpose. We're talking here about negative aversive stimuli and dark neuro linguistic programming. The idea behind this covert harassment is to let me know that I am under constant surveillance. They want me in a state of anxiety and hyper-vigilance. The puppet masters who enlisted this clown, they wanna let me know that I am being watched at all times (they want me to feel helpless).

When you are a targeted individual, the folks behind the program are gonna recruit a swarm of grotesque looking people in order to bombard your psyche with negativity. These civilians are gonna be strategically set up at specific locations since the harassment campaign is based on choice reference patterns and on situational scenarios.

On 02/02/2019 for example, about 1:50 PM, I went to the Dadeland South Metrorail Station in order to catch either bus 38 or bus 31 (whichever one got there first). As I stood by the bus stop of bus 38, I noticed this particular 'Surveillance Team Member' that has been harassing me in Cutler Bay since mid 2018. As soon as I stood by the bus stop, he showed up and he stood right next to me with his wheelchair, to let me know that I am being followed.

Though I don't have any evidence to prove it, I believe somebody who is affiliated with Law Enforcement gave this guy a ride to the Metrorail station. They picked him up (from a rehabilitation center?) and then they dropped him off there so that he would "coincide" with me. Of course this is not a coincidence, this is an orchestrated synchronicity.

So, I was standing by the bus stop of bus 38 and the guy stands right next to me. I walked a few steps to bus stop # 00006, the bus stop of bus # 31 (in the Dadeland South Station of course). Guess what! The guy followed me with his wheelchair and he stood right next to me exactly. Then he started erratic doing weird hand signals. This transpired at 2:17 PM.

It would be extremely easy to identify this perpetrator of organized community harassment: On 02/02/2019 he was at bus stop # 00006, the bus stop of bus 31. At 2:20 PM he boarded bus 31. He tapped his bus card exactly at 2:20 PM, that card has an ID # and a chip (probably a Golden passport card). The bus that he boarded was bus # 5160 (I even know the OP ID #). And yes, this Citizen On Patrol has a cell phone (and a handler of course).

If let's say, a Miami Dade Police Officer called him up in order to pick him up and then drop him off at the Metrorail Station on 02/02/2019, that call is registered in a database. If this Perp has been contacted for example by the folks who work in the Southeast Florida Fusion Center (HSB/SEFFC), that call is registered in a database that cannot be erased. What kind of people work in the Fusion Center? Well, we're talking here about Homeland Security Bureau, Miami Dade Police Dept Headquarters, partnership with the FBI....etc. The targeted individual program is a multi-layered inter-agency program. One way or another all the Institutions of State are complicit in this criminal harassment campaign....this includes of course homeless shelters, rehabilitation centers, medical centers, psychiatric hospitals, etc.

So, not only it is possible to identify this 'Citizen On Patrol', it is possible to identify the ones who enlisted him. It would be interesting to ask him the following questions:

1- Who recruited you? A social workers? A cop? Who?

2- When were you first contacted?

3- What exactly did they tell you about the target?

4- What were you told about the program?

5- Who picks you up so that you can go mess with the target? A cop?

6- What's the agency that compensates you with money and gift cards, InfraGard? Citizen Corps? Citizens On Patrol?

7- What kind of incentives do they give you? Cash? Gift cards? Some type of benefit?

If we were to have tangible/verifiable evidence that the Fusion Centers are the command center contract stalking, it would be interesting to ask them the following question:

"Who or what gives you the right to intimidate, harass, and terrorize targeted individuals? These are innocent-harmless law abiding citizens that pose no real threat to anyone! Who the hell do you think you are? What you're doing is not only corrupt and immoral, its evil. It goes against all civil liberties and privacy interests of all U.S. citizens!"

The former NSA Intelligence analyst Karen Stewart (a targeted individual herself) stated in an interview with the Kev Baker Show that the Fusion Centers are the command station for organized group stalking. She also stated that the perpetrators of this crime are enlisted through InfraGard. This is what the U.S. government is doing with your tax payer dollars!...they are harassing peaceful-outspoken U.S. citizens...
