Dear members of ICAR:

Greetings! My name is Mr Nizin R. Lopez, I'm a 43 year old Cuban-American Artist based in Miami/Fla. I am here to denounce a hideous crime that is being perpetrated against me here in USA: Organized community harassment/stalking sponsored by Law Enforcement and the Intelligence community. Yes, I am a targeted citizen, I've been a victim of this secret illegal un-constitutional harassment program since Jan 2011, we're on April 2019.

It is important to understand what "Organized Community Harassment" means. If you are a targeted individual that means that you have been labelled as an 'Enemy of the State' even though you are just an innocent-harmless law abiding citizen that poses no real threat to anyone. You've been placed in a blacklist! Organized gang stalking, covert harassment, or community based mobbing is a secret program of the U.S. Government designed to neutralize targeted citizens emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli.

We're talking here about a takedown program designed to keep a person in a state of anxiety & hyper-vigilance. As an unwilling participant of this torture program you are exposed to a stressor outside the range of usual human experience, the idea behind the unjust systematic multi-layered harassment is to cause a nervous breakdown in the long run (to push you over the edge). Once you've been labelled as "mentally unfit" your credibility is out of the window.

As far as the organized community harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize me 24/7 no matter where I go. We're talking here for example about acts of provocations, choreographed street theater, pedestrian mobbing, noise campaigns, mimicking, directed conversations, invasion of space, verbal breakdown, engineered collisions, orchestrated synchronicities, entrapment...etc. Basically, a vigilante operation based on choice reference patterns.

The command station for organized stalking is the Fusion Center. Since I live in Cutler Bay/Fla, the Fusion Center that is closest to me is the HSB/SEFFC which happens to be the headquarters for the Miami Dade Police. The 'Surveillance Role Players' at the service of Law Enforcement are brainwashed into believing that the target is a threat to public safety: a terrorist, a murderer, or a sex offender (a rapist or a child molester). We're talking here about a professional character assassination campaign, a clandestine civil-military operation. They mess with you all the time hoping that you retaliate. If you do retaliate, then the cops show up put you in jail under a false narrative.

I'll go ahead and provide a practical example so that you can understand what I'm talking about here. I go to Walmart pretty much every two weeks in order to buy food. I take the bus in order to get there. Every single time I go to Walmart I experience heavy overwhelming multi-layered harassment, I've experienced this in the following Walmart stores:

Walmart store: 19501 N.W. 27th ave, Miami Gardens/Fla 33056.
Walmart store: 3200 N.W. 79th st, Miami/Fla 33147.
Walmart store: 21151 S. Dixie Hwy, Miami/Fla 33189.

I began frequenting Walmart on a regular basis in May 2014. To this day I still experience community based mobbing in the Walmart store located in Cutler Bay. I usually pay with my debit card so I can prove that I've been going to Walmart pretty much every two weeks since May 2014 until the present (there are video cameras inside the stores and outside of the stores). If let's say hypothetically speaking the FBI would be interested in investigating my claims, they would find plenty of video footage proving my statements:

"Well, let's go ahead and watch the video footage in these stores from 2014 until now, 2019. Every single time this guy has been to Walmart since May 2014 until now 2019, let's go ahead and see what this guy has experienced inside the Walmart stores"...

If the FBI were to scrutinize these videos (of course this is not going to happen because the DOJ and the FBI know about the targeted individual program and they don't do anything about it), they would see many, many bizarre acts of provocations perpetrated against me that are very well orchestrated. I'm talking about all kinds of rude behavior meant to aggravate me.

Every single one of those perpetrators that messed with me in Walmart interacted with somebody who has something to do with Law Enforcement. Since I ride the bus in order to get to Walmart, these agent provocateurs are notified of my presence with a phone call or a text message...they got plenty of time in order to orchestrate whatever it is that they're gonna do to me (organized stalking is based on choice reference patterns, they know your habits). Every single time the operative gets a call from the folks who got me under constant surveillance, that call or that text message is registered in a database that cannot be erased:

"The target just got off the bus, he'll be by the store in about six minutes. Here's his picture so that you recognize him when you see him. We got an ex-convict provoking him to a fight by the bus stop so he's gonna be agitated by the time he gets to the store. As soon as he enters the store, bump into him with your shopping cart pretending it is an accident, make sure to cough loudly as you do this. If he retaliates, then we show up and we put him in jail. Don't worry, you have nothing to worry about, we got your back. Remember, this is classified, you can't tell anyone about this".

In other words: It is possible to prove in a Court of Law that these domestic terrorists have been doing this kind of thing to me in Walmart for years. Based on the body language of the Walmart employees, if I would have to take a wild guess I would say that they all seem to know that I am a "silent hit".

On the afternoon of 03/22/2019 as I entered the Walmart store located in Cutler Bay, a Hispanic man invaded my personal space in a very aggressive manner, he almost collided with me. This act of provocation took place by the entrance of the store exactly at 2:27 PM, this is on video. He waited for me to show up and then he cut me off abruptly, hoping to trigger an emotional response (he basically attacked me). It is clear to me that this was a very well orchestrated event. What would happen to me for example if I were to confront against this shameless clown? I would be arrested of course. And since the guy was accompanied by his kid, the Police would probably charge me with something else (they are professionals when it comes to character assassination). 100 % entrapment! This happened by the Walmart store in Cutler Bay: 21151 S. Dixie Hwy, Miami/Fla 33189. Friday, March 22, 2019, exactly at 2:27 PM. They are desperate, they wanna make me look like I am a threat to public safety!

It is interesting to note that this transpired a few days before I sent certified letters to U.S. Senators exposing the targeted individual program. On 03/01/2019 I sent a certified to Senator Marco Rubio and on 03/02/2019 I sent a certified letter to Senator Rick Scott (both Senators of Florida). I also sent a certified letter to Senator Kamala Harris on 03/20/2019. Sometime after 03/07/2019 I received a letter from PCLOB (Privacy and Civil Liberties Oversight Board), I had sent them a letter on 01/05/2019. The PCLOB did not acknowledge that I am a victim of government retaliation, they just said that "the matters about which I contacted them would be outside of the agency's purview."

The folks who got me under constant surveillance are basically telling me:

"You don't have the right to protest, you are a guinea pig in a classified CIA Mind Control experiment, shut the hell up and stop sending letter to Senators! Shut the hell up!"

That's what they are telling me pretty much. Unbelievable! The folks behind the targeted individual program know that this torture program is gonna be shutdown eventually. They are doing everything they can in order to push me over the edge. They want me to lash out. They need me to commit a violent crime so that then DHS can revoke my U.S. citizenship and send me back to Cuba. I know 'TOO MUCH' so they need to get rid of me somehow.

Conclusion: The T.I. program is a Government inter-agency program: The Intelligence community, Law Enforcement, and third party contractors. All the Institutions of State are complicit. They don't want to be exposed, obviously.
1- The leader of clandestine operations in the CIA, Elizabeth Kimber, she knows this is happening in America.

2- The principal deputy director of National Intelligence Susan M. Gordon, she knows this is happening in America.

3- The assistant attorney general of the National Security Division John Charles Demers (DOJ), he knows this is happening in America.

4- The Director of the FBI's terrorist screening center Charles H. Kable, he knows this is happening in America.

5- The Under Secretary of Homeland Security for Intelligence and Analysis David J. Glawe, he knows this is happening in America. They all know what 'trauma based mind control' is. Thank you for taking the time to read my letter, I apologize for any inconvenience. Bye.

The weird case of Pat O' Brien of CANNIBAL CORPSE.

THE WEIRD CASE OF PAT O' BRIEN OF CANNIBAL CORPSE.

On Monday 12/10/2018 the guitar player Patrick O' Brien of the legendary Death-Metal band 'Cannibal Corpse' was arrested in Northdale/Tampa. Based on the information provided by the media outlets, the politically incorrect-free thinker Pat O' Brien seemed to have suffered some type of nervous breakdown. Pat broke into some neighbors' house and pushed a woman to the ground. As a result, the Police showed up and Pat assaulted a Law Enforcement Officer with a knife. He was tasered, taken into custody, and clad into an anti-suicide vest. The house he was renting was set on fire, it is unclear if the flames erupted before or after his arrest. The 53 year old musician was charged with:
1- Burglary in an occupied dwelling with assault or battery.
2- Aggravated assault on a Law Enforcement Officer with a deadly weapon. Felony charges, if convicted he could face up to life in prison. So far this is the official narrative supported by mainstream media. Now, here's the question: What made Pat snap? A mental illness? Pat O' Brien was an avid gun collector, it is said that he had at least 50 shotguns, around 10 semi-automatic riffles, like 20 handguns, ammunition stored in boxes, and military style flame-throwers (he also had 3 skulls supposedly). But obviously he was not interested in shooting anybody because he was not carrying a firearm the day of the incident.

Sources say that on 12/10/18 Pat was terrified, he said that "Someone was after him". He felt threatened for some reason.

The story of Pat O' Brien reminds me of the 'Targeted Individual Phenomenon'. For those of you who are not familiar with this kind of thing, a targeted citizen is a person who has been placed in a "Blacklist", designated as a potential 'enemy of the state'. The puppet masters behind this multi layered inter-agency program, they monitor you for a while to learn everything about you: social circle, hobbies, strengths, weaknesses, etc.

At some point a message is sent to the community at large, telling people that you the target are a threat to public safety and that you are under investigation. They usually say that the target is a terrorist, a murderer, or a sex offender (these guys are professionals when it comes to character assassination). Then all of the sudden the targeted individual begins experiencing covert organized community harassment every time he is in the general public. The idea behind this is to neutralize and discredit the target, to push him over the edge hoping that he retaliates. One of the things that all targeted individuals experience is 'home break-ins'.

So...Pat O' Brien had acquired an arsenal of weapons, it is obvious that this called somebody's attention. By that I mean somebody who is affiliated with Law Enforcement or with the intelligence community, maybe DHS, maybe the FBI, maybe the local Police...I don't know (I mean, if you buy all that kind of sh*t, that info is registered in a database). Somebody decided to check him out. They realized that he was a Death-Metal renegade that played in a band that deals with acrimonious themes such as murder, gore, rape, sadism, torture, suicide, etc...This definitely called their attention.

What do we see on National TV pretty much every day? Mass shooting here, mass shooting there, another mass shooter; mentally ill guy shoots a bunch of people...victims cry out against the NRA, guns are bad, etc. In our modern days, if you say that 9-11 was an inside job orchestrated by the Deep State Criminal Cabal, what are you? You're mentally ill. If you say that the Parkland mass shooting was a false flag operation and that nobody died there, you're mentally ill. If you say that the Government is using classified Remote Neuro Influencing technology of Darpa flavor in order to force certain individuals to commit violent crimes, you're mentally ill...you're a delusional guy who sees aliens. Right?

I mean, think about it, why would Pat say that "Someone was after him?" Could it be possible that he was being harassed in an organized fashion by operatives who had been enlisted through some type of community program like 'Neighborhood Watch'?...Honestly, I don't know. Maybe he was just imagining things.

 

(sometime in 2015 Steven Bradley attacked his neighbors in Poinciana/Fla, in Polk County. He had a gun with him. He was looking for some portable Directed Energy Weapon that was affecting him [supposedly]. The Swat Team showed up and they killed him)

One thing that I think is really strange is that when Pat was arrested, the media stated that there were three skulls in his house. Why was that so important? Why did they need to mention that? Those skulls didn't come from people that he had killed, that's for damn sure!

On 12/19/2018 a cop from Hillsboro County, a guy named Terry L. Strawn, a school deputy; he shot and killed three relatives, a murder-suicide (the media pontificated it as fact). Isn't that a weird coincidence? The avid gun collector Pat O' Brien is arrested in Hillsboro County on 12/10/2018...three skulls are found in his residence. Right? Then a few days later, the Hillsboro County Sheriff's Office states that one of their officers shot and killed three people. Pat pushed a woman to the ground right before his arrest, the deputy killed three females. 3 skulls = 3 victims. This could remind us about the Chris Watts case, the guy who looked up the lyrics of Metallica's "Battery" after killing his family in 2018.

Another thing that is extremely creepy is that the last album that Pat O' Brien played in, 'Red before Black' (released on 11/03/2017), the cover depicts a deranged person attacking somebody with a knife. Well, Pat was charged with aggravated assault on a Law Enforcement officer with a deadly weapon! He charged at the Officer with an edged weapon. The 1st song in the album, "only one will die" deals with a conflict between two foes, and it mentions fuel and fire....(remember that his house burst into flames).

Last but not least, the 11th song of that album is entitled 'Destroyed without a trace'. Well...if Pat was indeed a target of a highly classified takedown program, then I guess he was "destroyed without a trace!" The targeted individual program generates no forensic evidence. Destroyed without a trace! O'Brien's arrest came just one day after the band announced that it would be accompanying Slayer on its farewell tour as an opening act.

Conclusion: I don't know what happened to Pat O' Brien. I can't say that he was a targeted individual for sure. I don't believe he set his house on fire. That thing that we saw on the News, them saying that Pat was talking about the aliens landing and about the rapture...that could be a fabrication (a lie). Then the story of the 3 skulls matching with the triple murder-suicide by a school deputy...too much of a coincidence. Pat pushed a woman to the ground during a home invasion, then a cop goes crazy and shoots three female relatives (a throwback to the Chris Watts case)...you know, very weird coincidences.

Pat is arrested, he is freed on bond, then a cop kills his relatives, then we don't hear from Pat anymore....strange. Either way, the story of Pat O' Brien rings a bell when it comes to the targeted individual program.

TARGETED INDIVIDUAL PROGRAM (Organized Stalking/Electronic Harassment).

I've been experiencing heavy overwhelming multi-layered organized community harassment sponsored by the authorities since Jan 2011 until now, March 2019.

The unjust systematic harassment is designed to cause a nervous breakdown in the long run, I'm talking about negative aversive stimuli and dark neuro linguistic programming, trauma based mind control. Basically, the Intelligence community, law enforcement, and third party contractors using the civilian sector as irregular forces in asymmetrical warfare (they are professionals when it comes to character assassination).

Who are the operatives enlisted through community programs that constantly harass, agitate, intimidate, and terrorize the isolated target in an organized fashion? These 'agent provocateurs' are known as surveillance role players, they come from all types of social backgrounds (most of them civilians). They will use all kinds of unethical means in order to mess with the target: choreographed street theater, pedestrian mobbing, noise campaigns, orchestrated synchronicities, invasion of space, directed conversations, mimicking of gestures, engineered collisions, coordinated assaults, entrapment, etc. They will do whatever it takes in order to trigger emotional responses, they wanna keep you in a state of anxiety & hyper-vigilance (stressed out to the max). Some whistleblowers from the Intelligence Community have stated that the command station for organized stalking is the Fusion Centers.

Now, as far as the Remote Neuro Influencing technology goes, the folks in positions of power behind this inter-agency program are blasting my mind every day with military technology of Darpa flavor, they're doing this hoping to modify me against my will. I believe I've been implanted with some type of advanced neuro-nanotechnology that enables brain to computer interface. Somehow they have linked my unique brain signature to their super-computer.

I believe that throughout the years they have created a digital copy of my mind, a replica of my will, intellect, and emotions. To this day they are bombarding my psyche with synthetic telepathy, implanting artificial-disgusting unnatural stuff into my mind. The idea behind this is to make me believe that those are my real thoughts when they are not (a mind rape operation). This invasive technology is so powerful that they can even use it in order to deprive me of sleep, to keep me in a state of functional disorientation.

So, overall, we're talking here about an insidious program designed to neutralize outspoken-politically incorrect free thinkers that have been labelled as "Enemies of the State", even if they are innocent-harmless law abiding citizens that pose no real threat to anyone.

On 01/05/2019 I contacted "The Privacy and Civil Liberties Oversight Board (PCLOB), an independent agency within the executive branch of the U.S. Government. I told them my story, that I am a targeted citizen, that I am a victim of trauma based mind control sponsored by corrupt people in the government...I told them everything. They replied on March 7, 2019. This is their response:

"Dear Mr. Lopez:

Thank you for your letter to the Privacy and Civil Liberties Oversight Board (PCLOB). The mission of PCLOB is to ensure that efforts by the executive branch to protect the nation from terrorism are appropriately balanced with the need to protect privacy and civil liberties. As such, PCLOB does not handle individual cases, and the matters about which you contacted us would be outside of the agency's purview.

Nevertheless, we appreciate your taking the time to contact us. Sincerely, Privacy and Civil Liberties Oversight board, Office of Public affairs."

Basically, they're telling me that they can't do shit about it. Well, if an agency within the executive branch of the U.S. Government can't do anything, then who can? The PCLOB was established by the U.S. Congress!

I know one thing though: The folks behind this insidious personality disintegration program, one way or another they'll find the way to justify a multi-billion dollar National Security Counter Terrorism/Corporate Military Intelligence/ Police State Complex.

Greetings! Thank you for taking the time to read my letter, I really appreciate it. My name is Mr Nizin R. Lopez, I'm a 43 year old Cuban-American Artist based in Miami/Fla. I am contacting you in order to denounce a hideous crime that is being perpetrated against me here in USA: Contract stalking and electronic weapons attacks sponsored by corrupt elements in the U.S. Government. Yes, I am a targeted citizen, I've been experiencing organized community harassment sponsored by the authorities since Jan 2011. This thing ruined my life. You might be saying to yourself:

"What exactly is organized community harassment?"

Well, this is not easy to explain. One could say that contract stalking is bullying on steroids. Organized stalking, covert harassment, or community based mobbing is pretty much a form of political repression, extra judicial punishment. Organized Stalking is a secret program of the U.S. Government designed to destroy Targeted Individuals (non investigative subjects) emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli. We're talking here about State sponsored psychological terrorism in the name of social engineering.

And before I continue, yes; I know there are good people working in the Fusion Centers. Yes, I know there are good people in DHS, yes I know there are good people in the FBI, yes there are good people in the Police...I understand this! But the bottom line is: corrupt people in positions of power are behind the targeted individual program and they are destroying lives (no question about it).

As far as the organized community harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim 24/7 no matter where he goes: community based mobbing done by civilians (based on choice reference patterns). He's kept in a state of anxiety & hyper-vigilance...until he finally breaks down, after years of indescribable psychological abuse. Most victims of this program end up homeless, in jail, or in psychiatric institutions...discredited, with no support system, broken in spirit.

Once a targeted individual is labelled as "mentally unfit" his credibility is out of the window. Overall, organized stalking is a secret illegal long-term unconstitutional surveillance program designed to neutralize politically incorrect free thinkers that are designated as enemies of the state, even if they are just innocent-harmless law abiding citizens that pose no real threat to anyone.

Who are the "Agent Provocateurs" recruited by the authorities that constantly harass the targeted individual in an organized fashion? They are called Surveillance Role Players or Citizens on Patrol, they believe they are patriots and heroes serving a noble cause. They come from all types of social backgrounds...we're talking here about men, women, old, young, rich, poor…etc (most of them are bottom feeders). These mindless automatons are brainwashed into believing that the target is a really bad person: a terrorist, a murderer, or a sex offender (a rapist or a child molester). We're talking here about a professional character assassination campaign, a clandestine civil-military operation. Basically, Law Enforcement and the Intelligence community using the civilian sector as irregular forces.

Keep in mind that the Targeted Individual is also subjected to directed energy weapons and other forms of psychological torture, I'm talking about Remote Neuro Influencing technology. In our modern days the military has access to a sophisticated technology known as 'trans-cranial stimulation', some call it "synthetic telepathy" (neuro-nanotechnology). This secret technology of Darpa flavor enables the handlers to insert "thoughts, words, phrases, images, impulses, dream videos, etc" into the target's psyche especially if the highly traumatized victim is in an altered state (in a state of functional disorientation). Thanks to 'brain to computer interface' they can make a digital clone of the target's brain.

We're talking here about a system of neuro-cognitive warfare, AAA: Access, assess, and affect. All the experiences of the human test subject are stored in a super computer that predicts behavior based on past choices, the computer literally resonates with the bio-frequency of the target. We're talking here are a reverse-engineering/behavioral modification program, a military experiment...non-therapeutic non-consensual human experimentation.

We're talking here about absolute corruption!

Not so long ago, the State Dept spokeswoman Elizabeth Trudeau acknowledged that the Russian Intelligence was using unethical means in order to harass & intimidate U.S. diplomats in Russia, not so long ago mainstream media legitimized the experience of the U.S. diplomats in Cuba and in China who experienced sonic attacks (microwave weapons). But if I, Nizin R. Lopez, if I say that I am being unjustly and systematically harassed "IN AMERICA" by corrupt people who work in the Fusion Centers and in other places of course, then I am delusional and paranoid. I'm a conspiracy theorist...right?

So my dear friend, basically I am contacting you to see if you can help me expose these domestic terrorists who are behind this Nazi program. I want tranquility, I want peace, I want these crooks to leave me alone. Is that too much to ask?

I would like to respectfully clarify: I am not trying to insult anyone with this letter, I am not trying to be confrontational in a subliminal way, and no I am not trying to demonize the U.S. government. I am very grateful that I have been given the great opportunity to come to America (I'm very proud of the American flag). I just want these corrupt evil people in positions of authority to stop killing me "slow motion".

I am not a criminal: I'm not a terrorist, I'm not a serial killer, and I'm not a sex offender. I'm just an artist into old-school Heavy Metal Rock. These folks in Law Enforcement & in the Intelligence Community that are recruiting 'civilians' in order to harass me left and right, they are spreading a false narrative so that people will hate me. They've been doing this crap since Jan 2011. Years of my life lost!

I ask you the following: How would you feel if you would know that corrupt people in positions of power are going around in your neighborhood telling people that you are a terrorist, a serial killer, a rapist, or a child molester? A defamation campaign....this is how they recruit "Foot soldiers" that will be willing to mess with you every time you are in the general public: Acts of provocations, choreographed street theater, rude behavior, noise campaigns, home break-ins, mimicking, invasion of space, verbal breakdown, engineered collisions, orchestrated synchronicities, entrapment...etc.

This is the kind of thing I've been experiencing since January 2011 until now, we're on February 2019! I know that as you read this maybe you are wondering:

"Who pulled the strings so that you would be placed in this program?"

I just want these corrupt evil people in positions of authority to stop harassing me. I am not a criminal: I'm not a terrorist, I'm not a serial killer, and I'm not a sex offender. I'm just an artist into old-school Heavy Metal Rock. These folks in Law Enforcement that are recruiting 'civilians' in order to harass me left and right, they are spreading a false narrative so that people will hate me. They've been doing this crap since Jan 2011.

I ask you the following: How would you feel if you would know that corrupt people in positions of power are going around in your neighborhood telling people that you are a terrorist, a serial killer, a rapist, or a child molester? A defamation campaign....this is how they recruit "Foot soldiers" that will be willing to mess with you every time you are in the general public: choreographed street theater, noise campaigns, acts of provocation, mimicking, rude behavior, verbal breakdown, invasion of space, engineered collisions, orchestrated synchronicities, entrapment...etc.

This is the kind of thing I've been experiencing since January 2011 until now, we're on January 2019! Years of my life lost...I know that as you read this maybe you are wondering: "Who pulled the strings so that you would be placed in this program?" Well, it's a very long and complicated story. Some influential people in Miami/Fla pulled the strings so that I would be crucified through this torture program.

So, here's a summary of what these cowards are doing to me:

1- Unjust systematic organized community harassment/stalking, non-stop 24/7 - 365 days a year (every time I'm in the general public), negative aversive stimuli & dark NLP. This is designed to cause a nervous breakdown in the long run.

2- Trauma based mind control technology/ Remote Neuro Influencing: Every time I go to sleep they use Synthetic telepathy in order to implant disgusting-unnatural stuff into my psyche: words, phrases, images, impulses, dream videos, etc. The idea behind this is to make me believe that those are my real thoughts when they are not (a mind rape operation). They are blasting my psyche with these electronic assaults, a personality disintegration program.

Basically, these corrupt folks behind this sick inter-agency program are blasting my mind every day. When I go into the streets they got agent provocateurs messing with me everywhere, and when I go to sleep, well...they got individuals that are getting paid to blast my mind with military technology. How nice, right? This secret government program is gonna be exposed on National TV eventually, everyone in America is gonna find out. Go to YouTube and type this:
