Greetings!

If you're holding this letter in your hands that means it was not intercepted, that's good. My name is Mr Nizin R. Lopez, I'm a 43 year old Cuban-American Artist based in Cutler Bay/Fla. I am contacting you in order to denounce a hideous crime that is being perpetrated against me here in USA: Contract stalking and electronic harassment sponsored by corrupt folks in positions of power. Yes, I am a watchlisted individual, a silent hit. I am an unwilling participant in an experimental Government torture program. I've been experiencing organized harassment sponsored by the authorities since Jan 2011 until the present. This thing ruined my life. You might be saying to yourself:

"What exactly is organized harassment?"

Well, this is not easy to explain. Covert harassment, organized group stalking, community based mobbing, or managed aggression is pretty much a form of political repression, extra judicial punishment. Organized stalking is a secret program of the U.S. Government designed to destroy Targeted Individuals emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli (trauma based conditioning). We're talking here about a multi-layered inter-agency program: Law Enforcement is behind this, the Intelligence Community is behind this, and contractors are behind this as well. Private security companies mostly employ ex-Law Enforcement and ex-Military (Fusion Center Crime Syndicate: DHS/FBI/High-Tech Militarized Police/Private sector).

"How does the harassment work?"

Well, we're talking here about heavy overwhelming-multi layered vigilante stalking. This is done to me every single time I go out into the general public, 365 days a year. The unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim all the time (no matter where he goes). I'm talking about acts of provocations: street theater, invasion of space, intercepts, noise campaigns, vulgar gestures, mimicking, directed conversations, engineered collisions, orchestrated synchronicities, entrapment...etc. Obstruction of daily activities based on choice reference patterns (they know your precise coordinates at all times, you're under constant surveillance).

The Target is exposed to a stressor outside the range of usual human experience, he's kept in a state of anxiety & hyper-vigilance (in a state of functional disorientation) until he finally breaks down, after years of indescribable psychological abuse. Basically, the harassment is meant to create a toxic-artificial external reality, they wanna drive you insane. Most victims of this program end up homeless, in jail, or in psychiatric institutions...isolated, with no support system (relationships destroyed).

Who are the "Agent Provocateurs" recruited by the authorities that constantly harass the targeted citizen in an organized fashion? They are called Surveillance Role Players or Citizens on Patrol, they believe they are patriots and heroes serving a noble cause; they come from all types of social backgrounds. These mindless automatons are brainwashed into believing that the target is a really bad person: a terrorist, a murderer, or a sex offender (a rapist or a child molester). A professional defamation campaign! These perps are enlisted through community programs such as Infragard, Citizen Corps, and Neighborhood Watch (they are compensated with cash and gift cards). We're talking here about a clandestine civil-military operation.

There is no doubt that the command station for organized stalking is the Fusion Centers (this is obvious). The primary Fusion Center in Florida is the FFC/FDLE which is located in Tallahassee. And the Fusion Center that is the closest to me is the HSB/SEFFC which happens to be the Fred Taylor-Headquarters for the Miami-Dade Police Dept. This is the control center for organized stalking.

Overall, contract stalking is psychological warfare, a secret illegal long-term unconstitutional surveillance program designed to neutralize outspoken-politically incorrect free thinkers that are designated as enemies of the state (even if they are just innocent-harmless law abiding citizens that pose no real threat to anyone).

They targeted me for the following reasons:

. In 2009 I had a verbal argument with a community leader that is very well connected, a guy with friends in Law Enforcement and in the Intelligence community.

. In 2009 I registered a controversial book in the Library of Congress, the final version of that book was re-registered in the Library of Congress on 11/21/2017.

. In late 2009 I made a politically incorrect presentation in Miami Dade College-Hialeah Campus. I stated openly that 9/11 was an inside job. On early 2010 they kicked out of MDC under false accusations, they portrayed me as a terrorist (they painted me as an anti-American).

Miami Dade College's threat assessment team, they reported me either to DHS, or to the FBI. I know for a fact that they spoke to the Hialeah police. The authorities opened an investigation. In 2009 they visited some of my closest friends and forced them to collaborate in covert operations (exposing me to situational and conversational scenarios, to record me saying something out of line). These friends of mine felt threatened by the presence of the authorities. They couldn't tell me what was happening and at the same time, they decided that they needed to get rid of me somehow. They all knew I had been placed in a 'blacklist' officially. They figured:

"This guy must never know that we conspired against him, he must never find out that we collaborated with the authorities."

The so called authorities, they couldn't find anything wrong with me: No criminal record, no drugs, no alcohol, no cigarettes, no drama, nothing...just a guy into oldschool Heavy Metal Rock. They decided to create a fake profile that would make me look like a deranged-psychopath (since I'm into Death Metal, horror films, & controversial literature). They would portray me as a perverted-serial killer type, just because they could. They have the power and people believe whatever they say (they are experts when it comes to character assassination). So on Jan 2011, I began experiencing heavy overwhelming multi-layered coordinated stalking. The harassment was very, very, very intense; unbearable...I found myself in a virtual concentration camp. On 12/26/2012 I ended up in a psychward, in really bad shape. This is what they wanted.

I've never done shit to anyone but the Government is working overtime in order to put me in jail under a false narrative. If their claims are true, why don't they arrest me? How come they don't put this guy in the targeted individual program and force him into involuntary celibacy? Aren't they vigilante hunters trying to make the world a better place? Mr Menocal was not arrested, he was not registered as a sex offender, and he's still working for the Police (he's the son of a retired Police Chief). The leader of clandestine operations in the CIA, Elizabeth Kimber, she doesn't know anything about this nasty mind control-behavioral modification program? General John W. Raymond, commander of the Airforce Space Command, he doesn't know anything about satellite weaponry and microwave bullets? The director of the DIA Robert P. Ashley, he doesn't know anything about remote neuro monitoring and synthetic telepathy? The principal deputy director of National Intelligence Susan M. Gordon, she doesn't know that targeted individuals are being tortured, forced to lash out? The assistant attorney general of the National Security Division John Charles Demers (DOJ), he doesn't know about this legalized lawlessness? Of course they all know this is going on! The media outlets don't have a problem legitimizing the stories of U.S diplomats harassed with microwave weapons in Cuba and in China (a military technology that causes long-term brain damage). Yet they refuse to validate the testimony of thousands of U.S. citizens that are being tortured with organized stalking & electronic assaults. The puppet masters behind this personality disintegration program will do anything in order to justify a multi-billion dollar National Security Counter Terrorism/Corporate Military Intelligence/Police State Complex. Multi-billion or multi trillion? Who knows...I know for a fact that weapons manufacturers like Lockheed Martin benefit from this!

One thing I do know: This is a Human Rights Injustice beyond words! These are war crimes!

So Mr President, I would like for you to think about something: The shadow government/deep state criminal cabal has me on remote neuro monitoring. They can see what I'm thinking and they can also implant words, phrases, images, impulses, and videos into my psyche; usually when I'm asleep (unnatural things). This is called artificial telepathy. They do this to me every night, 365 days a year...a mind-rape operation. Their long term goal is to modify me against my will and to turn me into an abomination, a bizarre re-education strategy (induced atrophy). All my psychic data is uploaded into their A.I. super-computer that predicts behavior based on past choices. Basically, I'm a guinea pig, an expendable biospecimen in a secret military experiment (EEG Heterodyning/cloning).

If they are doing this to me and I am a nobody, what's stopping the CIA from spying on your very thoughts Mr President? Think about it, you're the President of the United States, the most powerful man in the world! All they really need in order to put you on remote neuro monitoring is a sample of your DNA (they might also implant you with highly advanced nanotech). Once they get that DNA sample they have access to your unique brain signature which operates as an e-mail address...transmitter-receiver, brain to computer interface (they have a digital map of your brain). This futuristic technology of Darpa flavor is so powerful that they can even use it to control sleep patterns, they can deprive you of sleep if they want to (they can inflict pain in any part of the body).

There is a particular individual, an old friend of mine from back in the days that has been collaborating with the police for a very long time. I've never done anything bad to him but he feels that it is ok for him to conspire against me. Out of respect for our friendship and out of respect for his family I will not mention his name even though he is a traitor. I even feel bad about referring to him as a 'traitor' but that is what he is (he made his decision). I will refer to him as Mr "M".

This guy knows that I am extremelly traumatized by all this coordinated stalking thing, plus the electronic harassment. He knows that the police has me on "Remote Neuro Monitoring", a phenomenon that is also known as EEG Heterodyning/mind cloning. This is a classified military technology that allows the handlers to monitor the target's thoughts (neuro warfare weapons). I understand this sounds like science fiction but this futuristic technology is very real. They can use this technology for example to control sleep patterns and deprive the target of sleep (a mind rape operation). This is very serious stuff.

So yeah, my old buddy knows that these people are killing me slow motion. He knows that I am at the botom of the food chain heavily traumatized, crawling on the floor, destroyed. Still, he's using me as a stepping stone. He's been given all kinds of rewards in exchange for pushing me off the cliff. Is this not predatory behavior? My life has been ruined, completely...but still he's using me for his personal gain. That's ok.

But what he doesn't know is has he has shot himself in the foot. I know his secrets, his dark secrets. The Miami Dade Police Dept knows about his deepest secret but they decided to look the other way because he is on their side (he's their snitch). In fact, I bet the folks who are in charge of the targeted individual program would love to use him as a human test subject for the sake of training, research, and development. The CIA loves candidates who come from a dysfunctional background, traumatized individuals that are intelligent...especially if one of his parents is mentally ill. I'm sure they would love to put him in the T.I. program officially. They got millions of dollars to play with and they can get away with anything...once they put you on remote neuro monitoring its game over!

So, here's some of things that the puppet masters would love to know about this potential candidate:

. Back in the 90's when he was in his twenties Mr 'M' had a relationship with an underage girl, I believe she was around fifteen at the time (maybe younger). He was what, twenty one? It was consensual, I think the girl's mother aproved of it but the brothers didn't like it (for obvious reasons). Basically, this individual is not a rapist or a child molester so to speak but, he was romantically involved with a minor. It is true that he had no malevolent intentions but an inappropriate relationship is an inappropriate relationship. This transpired in Miami/Florida, in the 90's. It would be easy to prove that this took place since there are many witnesses.

. Back in the 90's Mr 'M' randomly walked into a fast food restaurant, he pulled off his pants and he showed everyone his posterior. He smaked his butt cheeks and said loudly: "Look at my ass you f*ckers, look at my ass!" Then he ran away at the speed of lightning. I know this happened because I was there. It was like something out of a movie, Steve-O style (this took place in Hialeah). The psychologists, psychiatrists, behavioral analysts, and profilers who are behind the targeted individual program, I bet they would love to hear about this story!

. Sometime after 2001 Mr 'M' confessed to me that sometimes when he showers he pays special attention to his excretory opening. Basically he told me that sometimes he inserts his finger in there (with some soap) to make sure it is clean. I thought that was really bizarre. He also told me that there have been times when he has let's say...when he defecates he pulls the waste matter inwards (in reverse) in order to simulate a penetration. I remember that I told him that he should never do that again. He confessed to this in Orlando/Fla.

. I can't remember when this happened but there was a time when Mr 'M' worked as a security guard in a "---" club, temporarily. Technically, there's nothing wrong with that but I was surprised to see that he actually took that job (I understand that he needed the money). I know for a fact that he had been inside the club because he told me that the drinks there have sort of an 'anal smell'. I'm not exactly sure what that means but that's what he told me.

. At some point Mr 'M' had intercourse with a woman right next to another man, meaning that he was performing in front of a male that was copulating with a woman (the other male participant, I know who he is). Brain waves merging under strange circumstances!...I thought this incident was kind of weird. Personally, I would never be able to have sex knowing that there is another man "performing" in the same room.

And there is more but I'm gonna leave it at that. Mr 'M' claims to be masculinity incarnate, "Macho man-body builder" who smokes Cuban cigars and all that...but he seems to have some repressed impulses (I don't think he understands this). This guy is going around talking shit about me, telling people that I am a dangerous sexual deviant (outrageous-ridiculous accusations)...but its actually the other way around! He's the one that has crossed lines that should never be crossed. He's not Harvey Weinstein or Jeffrey Epstein but I think it is safe to say that he has done some weird things over the years.

In case you wonder why I was placed in the targeted individual program: The FBI placed me in this program because I stepped on some big toes back in 2009 (long story), I angered people who are very well connected. These folks pulled the trings so that my life would be ruined. My unfortunate experience as an illegally targeted citizen is politically motivated.

It all comes down to this: The Miami Dade Police Dept knows that this guy, Mr 'M' was involved in an inappropriate relationship back in the 90's. But they don't seem to care much. Why? And now he's working for police! He's on the good side. Right?

So yes, all targeted individuals are betrayed by their close friends. Since I am under active-constant surveillance, I know for sure that the Police is gonna direct Mr 'M' to this online article. They have given him access to my computer and to my phone, meaning that he is able to monitor my internet activities if he wants to. Plus, he listens to my phone calls. The motherf*cker knows my passwords and everything. I got a message for my old buddy Mr 'M':

Hey my brother, hope you're doing good. I know that you're angry because I posted this article online, I understand. But remember that it was you who initiated this. . Sometime after 2001 Mr 'M' confessed to me that sometimes when he showers he pays special attention to his excretory opening. Basically he told me that sometimes he inserts his finger in there (with some soap) to make sure it is clean. I thought that was really bizarre. He also told me that there have been times when he has, let's say...when he defecates he pulls the waste matter inwards (in reverse) in order to simulate a penetration. They targeted me for the following reasons:

.In 2009 I had a verbal argument with a community leader that is very well connected, a guy with friends in Law Enforcement and in the Intelligence community.

.In 2009 I registered a controversial book in the Library of Congress, the final version of that book was re-registered in the Library of Congress on 11/21/2017.

.In late 2009 I made a politically incorrect presentation in Miami Dade College-Hialeah Campus (in the class of a Jewish professor). I stated openly that 9/11 was an inside job. On early 2010 they kicked out of MDC under false accusations, they portrayed me as a terrorist (I've never been to a gun shop in my life).

Miami Dade College reported me to the FBI, no question about it. The FBI opened an investigation. In 2009 they visited some of my closest friends and forced them to collaborate in covert operations (exposing me to situational and conversational scenarios, to record me saying something out of line). These friends of mine felt threatened by the presence of the mighty FBI. They couldn't tell me what was happening and at the same time, they decided that they needed to get rid of me somehow. They didn't want the FBI anywhere near them. They all knew I had been placed in a 'blacklist' officially. They figured:


"This guy must never know that we conspired against him, he must never find out that we collaborated with the FBI."

The FBI couldn't find anything wrong with me: No criminal record, no drugs, no alcohol, no cigarettes, no drama, nothing...just a guy into oldschool Heavy Metal Rock. They decided to create a fake profile that would make me look like a deranged-psyhopath (since I'm into Death Metal, horror films, & controversial literature). They would portray me as a perverted-serial killer type, just because they could. They have the power and people believe whatever they say (they are experts when it comes to character assassination). So, on Jan 2011 I began experiencing heavy overwhelming multi-layered coordinated stalking. The harassment was very, very, very intense; unbearable...I found myself in a virtual concentration camp. On 12/26/2012 I ended up in a psychward, in really bad shape. This is what they wanted.

So, here's what this all comes down to:

I've never done shit to anyone but the Government is working overtime in order to put me in jail under a false narrative. If their claims are true, why don't they arrest me? They harass and terrorize innocent people but they protect criminals like the Hialeah cop Jesus 'Jessie' Menocal Jr who sexually abused a 17 year old girl in 2015. How come they don't put this guy in the targeted individual program? Aren't they vigilante hunters trying to make the world a better place? Mr Menocal was not arrested, he was not registered as a sex offender, and he's still working for the Police (he's the son of a retired Police Chief).
