This is a message for the Office of of the Director of National Intelligence / ODNI:

Greetings. My name is Mr Nizin R. Lopez, I'm a 43 year old Cuban-American Artist based in Miami/Fla. I am contacting you in order to denounce a hideous crime that is being perpetrated against me here in Miami/Fla: Organized harassment sponsored by Law Enforcement and the Intelligence community. Yes, I am a targeted citizen, a victim of a secret illegal long-term unconstitutional surveillance program designed to destroy every aspect of my life. I'm talking about a highly organized plot designed to make me look like a pathological criminal, the targeted individual program is a character assassination program. You might be saying to yourself:
"What exactly is organized community harassment?"
Well, this is not easy to explain. One could say that contract stalking is bullying on steroids. Organized stalking, covert harassment, or community based mobbing is a pretty much extra judicial punishment, government retaliation. The T.I. program is a multi-layered inter-agency program designed to destroy Targeted Individuals emotionally and psychologically through dark neuro-linguistic programming and negative aversive stimuli. We're talking here about state sponsored psychological terrorism.
As far as the heavy overwhelming multi-layered harassment done to me every single time I go out into the general public...the unjust systematic harassment is done by a group of people in an organized fashion using unethical means to torment, preoccupy, agitate, intimidate, and terrorize the isolated victim 24/7 no matter where he goes. I'm talking about community based mobbing based on choice reference patterns: acts of provocation, rude behavior, choreographed street theater, noise campaigns, mimicking, verbal breakdown, invasion of space, engineered collisions, orchestrated synchronicities, entrapment, electronic harassment...etc.
The Targeted Individual is exposed to a stressor outside the range of usual human experience, he is terrorized 365 days a year, 24/7. He's kept in a state of anxiety & hyper-vigilance...until he finally breaks down, after years of indescribable psychological abuse. Most victims of this program end up homeless, in jail, or in psychiatric institutions...discredited, with no support system, broken in spirit. The folks behind this torture program, they want the target to feel helpless, with no support system. In fact, one thing that all targeted individuals have in common is that sooner or later they are betrayed by those who are close to them.
Family members and friends of the targeted individual are approached by the authorities. The cops tell them that the target is under investigation, that the target is mentally ill and that he is a threat to public safety (a false narrative). Relatives and friends...the target's support system, they are persuaded to cooperate with the authorities. Some of them do it willingly and some do it out of fear of retaliation. These people are compensated with money (cash, so that the transaction cannot be traced) and with gift cards. Their job is basically to expose the target to situational and conversational scenarios hoping that the target will say something that can be used against him in a Court of Law. We're talking here about "Entrapment", Stasi style.
In my personal case, ever since I've been a T.I., I've stabbed in the back several times by people that were once close to me. There is a particular friend of mine that has been conspiring against me on behalf of the Police for years, a fellow named ------- ------. He calls me up and then he exposes me to conversational scenarios hoping that I say something that the cops can use against me, to discredit me. He's been doing this crap for years. I ask myself:
What did I ever do to this guy for him to betray me in such a way? How could he be so shameless?
I've never done shit to this guy. To the contrary, I've been a very loyal friend but obviously, this traitor has no morals. Every single time he calls me up he talks about fucked up shit, hoping I say something out of line. Here are some examples:
1- He talks shit about people in my social circle, he does this hoping that I make some negative remarks concerning these individuals (keep in mind that the Police is recording these conversations). Then they're gonna go to those people and play them the call. The idea is to turn them against me in order to isolate me.
2- He talks for about serial killer glorification, hoping that I say something that would make me look like a sexually perverted / deranged psychopath.
3- He talks about guns, hoping that I make some remark that could be used against me somehow.
4- He mentions certain themes of pro-Nazi / anti-Jewish flavor hoping that I say something that would make me look like an ignorant racist.
5- He talks about anti American themes, hoping that I say something that would make me sound like a socialist or something.
6- He talks about sexual debauchery, hoping that I say something that would make me look like a freak.
Not only this. On early November 2018 this hypocrite ------- ------ (let's go ahead & identify him as 'traitor # 1'), he teamed up with another hypocrite that had also been enlisted by the Police (------ ------: traitor # 2). They plotted and they schemed together, hoping that they could get me to do something that the cops could use to arrest me.
Sometime on November 04, 2018 my friend ----- (traitor # 1) sent me a music file, he wanted me to download it into my computer (his e-mail address: -------.------ --@gmail.com). Somebody had sent him this file and somebody else had sent that file to that somebody, this is something that came from a third party. Who was this mysterious third party? Well, it is clear to me that my so called friend (traitor # 1) wanted to link my e-mail account to this stranger that had sent the file originally. He wanted to make it look "AS IF" I am in contact with this individual. Think about it, this 'somebody' could be anyone...
Traitor # 1 sent me a music file back in 09/19/2018, I actually downloaded that file into my computer (a mistake!). Though I don't have any evidence to prove it, I believe this was a cyber-trick designed to link my computer to somebody else's computer, enabling that person to monitor (and modulate?) my internet activities. We're talking here about computer hacking!
Around November 05, 2018 ------ ------ (traitor # 2) asked me to do a painting for a promotional item. Traitor # 2 contacted me through social media, not by e-mail. This individual requested extremely graphic imagery for the cover art. I'm talking about gore, torture, sadism, heavy sexual content...something along the line of the extreme Death-Metal band 'Cannibal Corpse'. I knew from the very beginning that this person was working for the Police but I played stupid.
(Cannibal Corpse's "Tomb of the mutilated", 1993. This is more or less the type of thing my friend was requesting, obscene-sexually explicit imagery)
The artwork was done on late November 2018, it was scanned and converted into a digital file. I sent the file to traitor # 2 through Facebook. Then on 12/08/2018 traitor # 2 asked me to send the 300 dpi file to a specific e-mail account which was of course a fake e-mail account, a fabrication: -----------------------@gmail.com.
And what guarantee do I have that that was a real-legitimate e-mail account? What would happen for example if I send a visually offensive / sexually explicit file to the e-mail account of a stranger, by accident? Well...that person could call the police on me and accuse me of being a freak. Here's a hypothetical scenario:
"Hi....is this the Miami Dade Police? Yeah I just got an e-mail from some guy named Nizin Lopez, he sent me a very graphic-sexually explicit file, very, very violent stuff....I don't know who this guy is but this is unacceptable! This guy must be a psychopath or something....and the worst part is that my 17 year old daughter saw it! I stepped out of the computer for a second to answer the door and when I came back to the room I saw my daughter staring into the computer screen looking at this graphic image. I want this crazy person arrested! Can you guys help me, please?"
Basically, the criminal network known as the Miami Dade Police, they could use that in order to land me on the News: Sexual pervert busted! Then my so called friend, traitor # 2, this person would say something like:
"Oh my God, I misspelled a word by accident when I gave you that e-mail address! That's why I didn't receive the file you sent me, because I gave you the wrong e-mail address, it was an accident. Sorry".

A very well orchestrated master plan, a 'coup de grace'....but it failed miserably! When you are a targeted individual, the cops go around in your social circle trying to brainwash everyone into believing that you the targeted individual are a sex offender, meaning a rapist or a child molester. Defamation is experienced by all victims of contract stalking, this is nothing new. The folks behind the targeted individual program are professionals when it comes to character assassination!
So yeah, though I don't have any evidence to prove it; I believe that ------- ------ (traitor # 1) and ------ ------ (traitor # 2) are paid informants of the Miami Dade Police, deceivers: wolves in sheep's clothing (I suspect traitor # 1 is a full time Perp). We're talking here about people that were conspiring against me so that I would be incarcerated under a false narrative. What did I ever do to them? What did I do to deserve this? Nothing. This is what I get for being a good friend!
The person that I have identified as 'traitor # 1' doesn't seem to understand that the targeted individual program is gonna be shut down eventually. Sooner or later this un-constitutional surveillance program is gonna be exposed on National TV, everyone in America is gonna know that Law Enforcement and the Intelligence community were conducting illegal surveillance operations designed to destroy innocent-harmless law abiding citizens like myself.
Not so long ago a former NSA Intelligence analyst who happens to be a targeted citizen, she stated in an interview that the Fusion Centers are the "command center" for organized community harassment/stalking. This targeted citizen also stated that the perpetrators, meaning the 'citizens on patrol' are enlisted through InfraGard (FBI).
So back to my unfortunate situation....every single time that ------- (traitor # 1) and ------ (traitor # 2) had been contacted by the Police "BY PHONE" so that they can expose me to situational and conversational scenarios (in order to destroy me)...those calls are registered in a database! I'm sure the guys in the Fusion Center have magic tricks in order to make it look like those calls never took place, but I know that ODNI can find the undeniable evidence that links traitor # 1 and traitor # 2 to corrupt folks in Law Enforcement.
On 02/18/2019 I checked the e-mail that ------- ------ (traitor # 1) sent me back on 11/04/2018 (when he sent me the 2nd music file). The e-mail shows two e-mail addresses: -------.------.--@gmail.com (his e-mail address) & ----.------@gmail.com. This means that traitor # 1 received the file from a friend of his that is not to be confused with traitor # 2. But the fact of the matter is that when I checked that e-mail back in November 2018, it showed three e-mail addresses, not two:
2- One belonging to a friend of traitor # 1 (first name/last name, @gmail.com).
3- And one belonging to a stranger (a name I couldn't recognize).
So basically, somebody who is affiliated with Law Enforcement and the Intelligence community has recruited ------- ------ (traitor # 1) and ------ ------ (traitor # 2) so that they would conspire against me. What I find fascinating is that these guys recruited my friend (traitor # 1) even though he has been involved in strange activities throughout the years:
1- Years ago traitor # 1 told me that when he was in his 20's he had sexual intercourse with an old lady that was around 70 years old. Gerontophilia!
2- At some point traitor # 1 confessed to me that he had sexual intercourse with his own cousin (a female). Is this not incest?
3- He also confessed that he has engaged in vouyerism...weird stuff if you ask me! (something involving a traumatized corrections officer & the officer's partner).
4- He also told me some other things but that I will not mention.
I believe traitor # 1 is a full time "Perp" working for "THEM" (the untouchable ones), he's getting paid good money to violate my Constitutional Rights. Fucking traitor! So, these are the kind of guys that the Miami Dade Police is recruiting in order to spy on targeted individuals. How nice! Right?
They are working overtime in order to make me look like something I am not but they recruit folks like traitor # 1! And to be brutally honest, even though this friend of mine has betrayed me completely....I feel sorry for him. He's a puppet. He's been a friend of mine for many years but his treason is unacceptable. We're talking here about a Judas who's trying to put me in jail under a false narrative!
I would like to see ODNI starting and investigation when it comes to the targeted individual program, as soon as possible. I am determined to expose this character assassination program!

The folks in Law Enforcement and in the Intelligence Community who are behind the targeted individual program, they know very well that the T.I. program is gonna be shut down eventually. This is why they need to incarcerate T.I.'s like myself under a false narrative. When shit hits the fan (in the future) they're gonna say something like this:
"Your Honor, we did nothing wrong; we were protecting America. What we did was necessary, we were just balancing the scales".
These domestic terrorists in positions of authority need to justify the existence of the targeted individual program. They need to justify a multi-trillion dollar National Security-Counter Terrorism/Corporate Military Intelligence/Police State Complex. Its all about power and control!
